I think I mentioned this in another post, but in my experiences, Steam isn't good at picking up existing files.

Law, what you might need to do is this:

1. Copy the files from 'Commons' to another location.

2. Uninstall the game in Steam.

3. Restart.

4. Copy the files back into 'Commons'

5. Install in Steam again, and hope it picks up the existing files.
